A representative told me complaints are specific to an institution, and one does not need to be part of the institution to make a complaint. The institution can do what it wants with the complaints, but I'm sure a large number of complaints is problematic nonetheless. At some point, I plan to contact the Board of Trustees. There are potential state agencies with oversight as well.

The giveaway is that characters are one syllable, and family names are almost always one character. Given names may be one or two characters.
